This group will explore what can be done to encourage immigrants and
refugees to move to and stay in smaller centres rather than places like
Montreal, Toronto and Vancouver. The working group may look at areas such
as research, policy and practices, services in smaller communities, strategies
to facilitate destination and retention of newcomers to smaller centres.
It hopes to make reasonable and viable recommendations to delegates at
NSC II for dispersing immigrants beyond the three largest metropolitan
areas of Canada.
